Board of Directors Meeting Minutes

August 19, 2016

 

 

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on August 19, 2016 at 12 pm.  Present at the meeting were Jim Addington, Gretchen Cope, Larry Fleenor, Joe Fuller, Megan Krager, Bob McConnell, John Mullen, Joan Short, Ron Short, and Dale Taylor.

 

Approval of Minutes:

Bob McConnell moved to approve the minutes from the April 15, 2016 meeting. Larry Fleenor seconded the motion and it was approved unanimously.

 

Treasurer’s Report:

Joe Fuller delivered the Treasurer’s report. A full copy of the report is filed in the Secretary’s archive.

 

Jim Addington moved that the financials be approved as reported.  Bob seconded the motion and it was approved unanimously.

 

Joan Short reported that the tables that were purchased from one of the reenactors from Wilderness Road State Park were not quite what was expected. She added that Gretchen Cope’s father had agreed to work on them.

 

Blockhouse/Volunteer Report:

Dale Taylor reported that the schedule was covered with the exception of just a few days and he was confident that those would be filled in the near future.

 

Natural Tunnel State Park had decided to add Thursday nights to their Lighting of the Tunnel Programs. The Association decided that they would only have interpreters at the Carter Cabin on the Friday and Saturday nights.

 

Park Report:

Megan Krager reported that the park was busy working on getting yurts and cabins built and had already begun making preparations for the Christmas Lighting of the Tunnel programs.

 

DBWT IC:

Bob reported that they were waiting on approval from VDOT. He also confirmed that the current funding they had received was at $2.9 million.

 

President’s Report:

Joan reported that the Association really needed to sort through and reorganize the storage room. Shelves would be needed to help with the organization.

 

Joan also mentioned that lanterns were needed for the Carter Cabin. She explained that Wilderness Road paid $40 each for the lanterns that they purchased, but that the park also had lanterns that they sold in the Blockhouse Visitor Center that were only $20 each. There was some concern from the Board that the Association didn’t need to be investing a great amount of money into the Carter Cabin when it is actually owned and operated by the park. They did agree that for safety purposes there needed to be good lighting in and around the cabin and at least two volunteers present.

 

The Association would have a presence at Mountain Empire’s Home Craft Days. Joan, Ron, Dale, and possibly others planned to have a booth next to the park’s and to demonstrate flax processing and music as well as tell the story of the Wilderness Road.

 

Harvest Festival:

Joan explained that the grants account was pretty much exhausted and therefor the Association would not be able to invite Micah. Jackie Fisher and Charlie Brown were still possibilities.

 

Grant Applications:

Ron Short explained that he was in the process of preparing a grant application. The grant would bring the Warriors of Anikituhwa to our area. The event could be held at the park, or Mountain Empire, or another venue depending on the size of the event.

New Business:

The Board discussed the importance of having a program or a demonstration when we have volunteers at the Blockhouse. Having a program at each regular Association meeting and less business was also discussed. Several ideas were tossed around about how to increase interest and participation in Association sponsored events.

 

The Board decided to host a retreat, sort of a brainstorming session, on Saturday, November 12th from 10am to 2pm.

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on April 15, 2016at 12 pm.  Present at the meeting were Joe Brown (via conference call), Robert Chapman, Gretchen Cope, Larry Fleenor, Jean Hood, Joe Fuller, John Mullen, Joan Short, Ron Short Jim Stallard, and Dale Taylor.

Approval of Minutes:

Jim Stallard moved to approve the minutes from the February 19, 2016 meeting. Jean Hood seconded the motion and it was approved unanimously.

 

Treasurer’s Report:

Joe Fuller delivered the Treasurer’s report. A full copy of the report is filed in the Secretary’s archive.

Dale Taylor moved that the financials be approved as reported.  Jean seconded the motion and it was approved unanimously.

Joe Fuller moved that the DBWTA not invoice the park for half of the split rail that was purchased. Jean seconded the motion and it was approved unanimously.

 

Park Report:

Park Manager Robert Chapman reported that the cabins were booked up for the following two weekends. He also reported that three of the four new cabins were completely under roof and that the yurts would probably be constructed sometime after Labor Day. Robert added that the interviews for the Cove Ridge Director position would be held the following week. He then announced that Natural Bridge State Park was officially set to become a Virginia State Park.

Megan Krager reported that the park had a full events schedule and a busy summer ahead.

 

DBWT IC:

The general consensus was that progress was being made toward the Interpretive Center and that it seemed that the concept would be coming to fruition.

 

Volunteers

Dale reported that the schedule for the upcoming year was very ambitious and that there would be an even greater need for volunteers.

 

Spring Muster and Trade Fiare – April 30/May 1, 2016

Joan reported that Charlie Brown and Micah Swimmer would both be coming to help out with the event. Jean Hood had already prepared the menu and Bonnie and her daughters from Wilderness Road State Park would be helping with the cooking. Joan explained that between paying Charlie and Micah, as well as reenactors from other Parks, the grants account was dwindling. She reminded those in attendance that auction items were still desperately needed.

 

The American Frontier History Expedition:

Joan reported that the History Expedition would be staying at the park on May 9th, 10th, and 11th. She explained that there were several reenactors with this group and that each one would bring a different skill. The Duffield Primary School 2nd grade class would be visiting the park on one of these days to see the Expedition.

 

Interns from UVA Wise:

Joan reported that she and Megan met with a representative from UVA at Wise about having interns help to research the deeds along the Kane Gap Trail. The Association needs to determine how the Trail is listed on each deed.

Joe Brown explained that he had done quite a bit of research and that the right of way was deeded to Scott County in the early 20th Century. The key has been, and will continue to be, digging through old records to try to find reference to the trail. The Board decided to have a Committee to discuss the topic further.

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on February 19, 2016at 12 pm.  Present at the meeting were Gretchen Cope, Larry Fleenor, Joe Fuller,Corey Gardner, Megan Krager, John Mullen, Joan Short, Ron Short, Jim Stallard, and Dale Taylor.

 

Approval of Minutes:

Larry Fleenor moved to approve the minutes from the October 16, 2015 meeting. Ron Short seconded the motion and it was approved unanimously.

 

Treasurer’s Report:

Joe Fuller delivered the Treasurer’s report. A full copy of the report is filed in the Secretary’s archive.

John Mullen moved that the financials be approved as reported.  Ron seconded the motion and it was approved unanimously.

Joe announced that the Times News still had not lowered the monthly bill to $50 like they had previously mentioned. It was agreed that the matter would be looked into further.

 

Blockhouse Volunteer Schedule:

Dale reported that there were 533 visitors to the Blockhouse in July, 327 in August, and 371 in September.

 

Park Report:

Megan Krager reported that the construction of the four new cabins was under way and that two yurts would also be built sometime during 2016. Megan also announced that the park had a new Chief Ranger, Joshua Grasty. Everyone in the park was busy gearing up for the summer season.

 

There was much discussion about the Devil’s Bathtub and the parking and trash issues at the location. Megan confirmed that, to her knowledge, access to the Devil’s Bathtub was not going to be closed.

 

DBWT IC:

Joe Fuller reported that there had been some progress but that it still needed to go out for bids. The design had also been downsized due to budget. Overall, the Board was optimistic.

 

There was some discussion about the film that was to be made for the new Center.

 

President’s Report:

Joan reported that volunteers were still needed for the Blockhouse. She also informed everyone that the DBWTA would have a tent at Home Craft Days at Mountain Empire Community College.

 

Joan announced that anyone willing to volunteer at the Harvest Festival on October 24 would be much appreciated. She added that the Frontier Muster and Trade Faire was set for April 30 and May 1, 2016.

New Business:

The Board decided to add Keith Wilson to the stationary as he had been voted in as Director Emeritus some time back.

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on October 16, 2015 at 12 pm. Present at the meeting were Gretchen Cope, Larry Fleenor, Joe Fuller, Megan Krager, Joan Short, Ron Short, and Dale Taylor.

Approval of Minutes:
Larry Fleenor moved to approve the minutes from the August 21 meeting. Dale Taylor seconded the motion and it was approved unanimously.

Treasurer’s Report:

Ron Short moved that the financials be approved as reported. John Mullen seconded the motion and it was approved unanimously.

Joan Short asked if the Times News had lowered the monthly bill to $50. Gretchen stated that she hadn’t heard anything. It was decided that the subject shouldn’t be pursued any further until the Times News pays the $500 they typically pay on a year basis.

Joe asked if Blockhouse on the Holston books should be ordered soon. Dale moved to order 100 copies. Ron seconded the motion and it was approved unanimously.

Dale reported that there were 533 visitors to the Blockhouse in July, 327 in August, and 371 in September.

Park Report:
Megan reported that construction had begun on the four new two-bedroom cabins that were set to be completed sometime in 2016. She added that decorating for the Christmas season had begun and preparations were being made for the Christmas programs.

Megan also informed everyone that the park would be closed November 7, 9, and 10 for a managed deer hunt.

President’s Report:
Joan reported that volunteers were still needed for the Blockhouse. She also informed everyone that the DBWTA would have a tent at Home Craft Days at Mountain Empire Community College.

Joan announced that anyone willing to volunteer at the Harvest Festival on October 24 would be much appreciated. She added that the Frontier Muster and Trade Faire was set for April 30 and May 1, 2016.

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on August 21, 2015 at 12 pm. Present at the meeting were Jim Addington, Charlie Allen, Robert Chapman, Gretchen Cope, Larry Fleenor, Joe Fuller, Joan Short, Ron Short, and Dale Taylor.

Approval of Minutes:
Joe Fuller moved to approve the minutes from the April 17 meeting. Larry Fleenor seconded the motion and it was approved unanimously.

Treasurer’s Report:

Larry moved that the financials be approved as reported. Joe seconded the motion and it was approved unanimously.

President’s Report:
Joan reported that the Events Committee met the previous week and the dates for the
Frontier Muster and Trade Fair had been set for Saturday, April 30 and Sunday, May 1. She added that the Association had really been able to stretch the grants they had received and she hoped the funds would last through the 2016 Muster. Joan discussed several events up and down the trail where Association volunteers had attended to represent the Blockhouse.

Joan also reported to the Board that Corey Gardner, a previous student of hers, was the newest member of the DBWTA and was also planning on reenacting. Joan explained that Corey had a degree in biology and history and she believed he would be an asset to the Association.

Blockhouse Volunteer Report:
Dale reported there were still several vacancies but that the slots were slowly being filled. He added that a bus tour was scheduled to stop by the Blockhouse and that they had planned for a few volunteers to be there on that day. Dale also let everyone know that volunteers from the Association would be hosting the Carter Cabin during the Lighting of the Tunnel programs.

Park Report:
Robert Chapman reported that construction of the four new two bedroom cabins would begin in September. He also added that there were about 2,500 attendees at Railroad Day. Robert also thanked the Association for hosting the Blockhouse and Carter Cabin during that event. Robert then stated that the Governor’s visit went very well and he thanked the Association for helping fund the dinner that was hosted at the Cove Ridge Center.

Daniel Boone Interpretive Center:
Joe reported that all the bids for the Center were over the budget by at least $500,000. He also stated that Bob McConnell had been in contact with Craig Seaver and some others in Richmond about possibilities for coming up with the additional funding.

Harvest Festival – October 24
Joan reported that the Frontier Harvest Festival would be on Saturday October 24 from 1-5pm. She stated that Charlie Brown would be back to demonstrate tanning and other skills.

Old Business:
Joe asked when Wilderness Road State Park would need the money the Association had decided to contribute toward the Native American Camp. Joan explained that her impression was that they would not need to give the funds until construction was ready to begin.

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on April 17, 2015 at 12 pm. Present at the meeting were Jim Addington, Robert Chapman, Gretchen Cope, Larry Fleenor, Joe Fuller, Jean Hood, John Mullen, Joan Short, Ron Short, Jim Stallard, and Dale Taylor.

Approval of Minutes:
Larry Fleenor moved to approve the minutes from the August 15, 2014 meeting. Dale Taylor seconded the motion and it was approved unanimously.

Treasurer’s Report:

Dale moved that the financials be approved as reported. Jean Hood seconded the motion and it was approved unanimously.

Dale reported that the Audit showed no discrepancies and the Board thank Joe for his service as treasurer.

President’s Report:
Curtis Penix: Walk from Long Island to Boonesborough
Joan reported the Association is still making efforts to maintain partnerships along the trail. She explained that she had a few interactions with Curtis Penix as he walked along the Wilderness Road in honor of his fifth Great-Grandfather. Curtis even stayed in the Blockhouse for a night.

Shirts with new logo
Ron Short wore one of the new polo shorts with the new logo embroidery. Joan informed those in attendance that the shirts were availble for purchase and to get with her if anyone was interested in placing an order.

Blockhouse Volunteer Report:
Dale reported that there were still several vacant spots to fill on the schedule. He asked Gretchen to send out the volunteer schedule the first of each month.

Park Report:
Robert Chapman reported that the governor was no longer intending to stay overnight at the park or have dinner at the Cove Ridge Center. He informed the Board that if any other changes occurred he would ask Gretchen to notify them.

Robert thanked the Board for purchasing the first half of the rails for the Blockhouse interpretive area. He informed them that they would purchase the other half once the new fiscal year kicked in.

He also informed the Board that the park would be hosting Seldom Scene and Tyler Hughes on June 18 as part of the Crooked Road’s Mountains of Music Homecoming. Tickets were set to go on sale by May 1st for $25 each.

It was agreed that the Blockhouse and Carter Cabin would both be open for Railroad Day on July 18.

In Megan Krager’s absence, Joan reported that they had been working on the Wilderness Trail Institute and the Travel Through Time workshops. She also informed those in attendance that the Virginia Is For Students Tour still had several vacancies and urged the members to pass the information along to any highschool students that might be interested.

Daniel Boone Interpretive Center:
Robert C. reported that hopefully the governor would be going to the site of the new Interpretive Center during his visit.

Ron Short explained that the Boone Trace organization was planning on applying for a grant to start the process of having the portion of the Wilderness Road that is often referred to as the Boone Trace declared a National/Historical Trail. Ron further explained that John Fox wanted to list the DBWTA on the application as another group that is interested in being designated as a National/Historical Trail. Ron moved that the Board allow the Boone Trace organization list the DBWTA on their application as a group that is also interested in applying for a Nation Trail designation. Larry Fleenor seconded that motion and it was approved unanimously.

The Daniel Boone Wilderness Trail Association Board of Directors communicated via email regarding the purchase of 80 rails for a split rail fence at the price of $800. The following members responded in favor of the purchase: Jim Addington, Charlie Allen, Bob McConnell, Ron Short, Joe Fuller, Larry Fleenor, John Mullen, James Stallard, Jean Hood, and Dale Taylor. A quorum was met and all members were made aware that the Association was going to purchase the rails.

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on August 15, 2014 at 12 pm. Present at the meeting were Robert Chapman, Gretchen Cope, Larry Fleenor, Joe Fuller, Megan Krager, Bob McConnell, Joan Short, Ron Short, and Dale Taylor.

Approval of Minutes:
Bob McConnell moved to approve the minutes from the June 20 meeting. Ron Short seconded the motion and it was approved unanimously.

Treasurer’s Report:

Bob moved that the financials be approved as reported. Dale Taylor seconded the motion and it was approved unanimously.

President’s Report:
Joan reported that the new website is up. She reminded the members that they may need to type in the address rather than using the cached links in their browsers. The other links may still go to the old page.

Blockhouse Volunteer Report:
Dale thanked Joan for pulling in additional volunteers to fill the slots throughout the summer. He reported that starting from May there had been a little over 1,000 visitors to the Blockhouse.

Park Report:
Robert reported that the year was going well and that revenue was up overall. Robert thanked the Association for staffing the Carter Cabin during Railroad Day. He explained that attendance was low due to the rain, but that there were still some people who braved the weather for the event.

Megan added that programs were going well and that participation was increasing. She also informed everyone that the new garden at the Stock Creek Interpretive Center was dedicated, and named for, Jean Brown.

Winter Summit: Sycamore Shoals to Boonesboro:
There was much discussion about hosting a summit at Cove Ridge for all of the partners along the Wilderness Road. Bob McConnell moved to host the summit, but charge a fee that would cover half of the total cost with the DBWTA covering the other half. Dale Taylor seconded the motion and it was approved unanimously.

Black Powder Safe:
The Board decided to store their black powder at their homes so there would be no need to purchase a safe for storage at the park.

Graphic Design for Second Banner:
There was much discussion about what should be on the second banner. The general consensus was to use photos that represent the entire Wilderness Road.

Daniel Boone Interpretive Center:
Bob reported that the design for the interpretive center was basically finished. He added that they were scheduled to meet in early September and that Design Minds was supposed to come back with the final version at that time. Bob asked the Board to consider trying to raise funds to assist with the exhibits in the Visitor Center. Bob explained that after the design is complete Design Minds will inform the Association of what will need to be supplied as far as clothing, accoutrements, etc.

New Business:
Bob moved to make Jean Brown an honorary lifetime member. Dale Taylor seconded that motion and it was approved unanimously.

Ron explained that he would like to put together sort of a concert, so to speak, featuring The Warriors. He thought it would be a good idea to introduce the community to Cherokee song and dance. Ron explained that he could probably find money for the event. He also explained that if anyone else had any ideas that he could write into the grant he would be happy to do so.

Joan explained that an EZ up tent would be very useful for events such as Home Craft Days. Bob moved to purchase the tent. Ron seconded the motion and it was approved unanimously.

Bob moved to give $100 to a charitable organization in memory of Sally Kelly’s late husband. Ron seconded the motion and it was approved unanimously.

June 20, 2014

 

The meeting of the Daniel Boone Wilderness Trail Association Board of Directors was held at the Cove Ridge Center on June 20, 2014 at 12 pm.  Present at the meeting were Jim Addington, Charlie Allen, Gretchen Cope, Erwin Forrest, Joe Fuller, Megan Krager, Bob McConnell, John Mullen, Ishmael Richardson, Joan Short, Ron Short and Dale Taylor.

 

President Joan Short welcomed everyone and called the meeting to order.

 

Additions to the Agenda:

There were no additions to the agenda.

 

Approval of Minutes:

Charlie Allen moved that the minutes from the February 21, 2014 meeting be approved. Dale Taylor seconded the motion and it was approved unanimously.

 

Treasurer’s Report:

Joe Fuller delivered the Treasurer’s report. A full copy of the report is filed in the Secretary’s archive.

 

Ron Short moved that the report be approved as delivered. Jim Addington seconded that motion and it was approved unanimously.

 

President’s Report:

Participation in Recent Events

Joan reported that the Association was representated at events at Wilderness Road State Park, Sycamore Shoals State Park, and Cumberland Gap National Historic Park.

She then directed everyone’s attention toward the banner that was on display in the room. She informed them that she had the banner at Cumberland Gap for the dedication of the Boone Trace and that she noticed several people looking at the banner at that event. She also mentioned that they needed to order another banner and that if anyone had any suggestions to email her or catch up with her after the meeting.

 

Website and Facebook

Joan also reported that the website would be going live shortly and that information could be added, on the Education page for example, once the site was up. She added that the facebook page was up to 525 followers and growing.

 

Bats in our Belfry

There was much discussion about the bats that were in the Blockhouse and the large amount of droppings they were leaving behind. Joan informed the Board that the park had been made aware and were planning to take care of the situation.

 

Park Report:

Ishmael Richardson reported that the Cove Ridge Center Foundation & Advisory Board had approved funding a portion of the purchase of a 12 passenger van. He added that the park had been busy through the Spring and Summer.

 

Megan Krager added that the park would be hosting a group from the Youth Conservation Corps that will work on various projects throughout the park.

 

Blockhouse Volunteer Report:

Dale Taylor thanked Joan for bringing in so many new re-enactors and volunteers. He reported that the schedule was filling up well.

 

Status of the Daniel Boone Wilderness Trail Interpretive Center:

Joe Fuller reported that he had spoken with Terry Kilgore in the middle of the month and that Terry informed him that he had drafted a letter to the National Guard asking them if they could work it out so that they could do the ground work sometime in the near future. Joe stated that Terry seemed to think that they were moving in a positive direction.

 

Supportive Partnering along the Trail/Path/Road/Trace

Charlie Allen distributed copies of details of a project of the Boone Trace Society. Charlie explained that it was similar to the Association’s driving tour and further explained that he thought it might be a good idea to link the driving tour into the project that the Boone’s Society had undertaken. He proposed a possible retreat in February with members from the Daniel Boone Wilderness Trail Association and the Boone Society in hopes of working on some sort of collaborative project. There was some interest from Board Members and Charlie stated that he would pursue the possiblity further.

Bob McConnell moved that the Board elect John Stafford to be Director Emeritus and an honorary lifetime member. Joe Fuller seconded the motion and it was approved unanimously.

 

Bob informed the Board that he ordered 100 copies of The Blockhouse on the Holston and that due to the increased price the Association was having to pay that he and Joe had agreed to increase the retail price to $21.95 effective July 1, 2014.

 

Joan announced that she was planning a doll-making workshop to give the women involved with the Association a chance to get together while at the same time making dolls that can be sold at events.
